Sewer overflow notification

A “Combined Sewer Overflow Event” has occurred. I signed up to get the City’s alerts when there was some sort of flooding in our section of the river; their notifications are less than helpful:

This email is to inform you that a CSO event has occurred. Please click here to view the specific area where the CSO event has occurred. A subsequent email will be sent following a continuous, uninterrupted 30 hour waiting period wherein no precipitation has fallen. This second email will signal the end of the CSO event.

Looking at the map I am thoroughly confused. I think there is a lot of water heading towards the river around the Powhite bridge. That’s all I’ve got.

  1. Using my extensive knowledge of combined sewers, I would say that this map tells you that if it is raining harder than ).2-0.3 inches per hour, then all of the greenish dot are going to overflow with storm water and sewage.

The map is not interactive, as the email would suggest, but has to be interpreted based on how much rain is falling (which you can get from a weather website).
