		<description>Using my extensive knowledge of combined sewers, I would say that this map tells you that if it is raining harder than ).2-0.3 inches per hour, then all of the greenish dot are going to overflow with storm water and sewage. 

The map is not interactive, as the email would suggest, but has to be interpreted based on how much rain is falling (which you can get from a weather website).</description>
