Counting Cars on Cary

I spotted this dude counting the cars at the intersection of Cary St & Nansemond using a nifty device. I wonder if a signal upgrade is in the works.

I saw folks counting cars at Monument and Sheppard this week too.
The city delayed repaving Cary Street in Carytown and Ellwood/Main Street in The Fan/Museum District due to traffic calming projects which supposedly occur in Spring 2009. The Repaving project will now occur in Fall 2009. source: RTD Streetbeat article from August or September.
What is a “traffic calming” project? Sounds like a good thing. Do we know what these projects are? The traffic on Main/Ellwood is like the autobahn. The speed bumps that the city has created over the years on Ellwood make the trucks sound like they’re breaking apart as they travel at the speed of light. Very unwelcome at 5:30 or 6 a.m., or at any time for that matter. Anything that would soothe the traffic and smooth the pavement sounds like a good thing for the neighborhood. It is a neighborhood, after all.
